The Collapse of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from multiple capitals. Significant resources is devoted on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".

After-Dark Attacks

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from across the border, a ability afforded by up-to-date information. From vantage locations, military aircraft that had been dispatched to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Moments later, Kyiv's missile defense activated: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through Western nations. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't strike its target this time, preventing destruction from devastation and another blackout.

Ongoing Risks

Not long after, a heavy machine gun fired at a drone close by, part of a mobile-fire group – most likely Western-made equipment. Sadly, the bullets missed the opposing UAV – it maintained course toward its target.

With pauses, this carried on until dawn. Kyiv faced the early updates: seven people killed, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on external assistance – a need that regional partners are evidently unprepared to fill in the near term.

Unsuccessful Negotiations

The detailed framework from American leadership generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new initiative from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This trend will, no doubt, persist.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a premise understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is impossible to force Russia to surrender the land that it already controls in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through statements or actions, from believing that the status quo will not evolve additionally in its advantage in the near future.

Opposing Positions

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a total frontline collapse until conditions improve in its favour.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their task will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.

While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
